EuroCham Singapore releases Position Paper on Circular Economy
The European Chamber of Commerce in Singapore (EuroCham) launched a position paper on Circular Economy, a key area of EU-Singapore collaboration. The position paper is the second of a series of four statements compiled as part of the Chamber’s ongoing European Excellence in Sustainability Programme. It will also be published in the forthcoming EuroCham Sustainability Whitebook 2020, to be released on 17 November 2020.
The Circular Economy position paper offers a vision of circularity for three waste streams: electronics, food, and packaging; providing insights on regulatory shifts and responses to such shifts, advocating for local and global collaboration in effectively transitioning to a circular economy. It was drafted with sponsor partner KPMG and There is a growing momentum for a transition towards the circular economy in the European Union (“EU”) and Singapore, supported by regulatory shifts in both regions.
The paper aims to raise public awareness on the circularity concept and recommend an approach to policy-making that considers the full life cycle of a product to advance the circular economy for electronics, food and packaging in Singapore. In doing so, it analyses regulatory shifts and policies in the EU and Singapore. Through case studies, it features the circularity journeys of EuroCham member companies operating in Singapore. These inform policy recommendations for Singapore to create an environment conducive for circularity, covering mandatory disclosures, regulation and restriction of content, eco-labeling and design considerations, and the right to repair.
This is the second of four position papers to be released by EuroCham; the first, on Green Finance, was released earlier this week, and two more on Smart Mobility and Clean and Efficient Energy will follow. These position papers will be disseminated with a view to facilitating dialogue between European companies and Singaporean authorities and regulators. They are accessible at EuroCham’s website: Circular Economy Position Paper 2020.

In 2020, the European Chamber of Commerce (Singapore) embraced the topic of Sustainability as its main focus of activities for the year. The ‘European Excellence in Sustainability’ programme focuses on the sustainability strategic areas common to the European Union (EU) Commission’s European Green Deal and Singapore’s Sustainability Concept Plan.
The programme covers the five areas of:
- – Circular Economy
- – Smart Mobility
- – Clean & Efficient Energy

- – Green Finance
It has been executed as a series of activities including sharing sessions, the publication of the EuroCham Sustainability Whitebook 2020 and finally, the EuroCham Sustainability Awards 2020. Each of these activities is intended to highlight sustainability best practices, challenges, and opportunities in Singapore, and they have been very warmly welcomed by the European Commission, the Singapore government and other key stakeholders.
