DESCRIPTION:On the 1st of December 2016\,  the Financial Services Committee together with the ICT Committee have the pleasure of hosting a session on: \n“How Can Corporates and Financial Institutions Fight Cybercrimes Together“. \n  \nFor a special session\, EuroCham brings together expert practitioners from the Private sector and law enforcement in order to provide attendees with practical insights and raise awareness on how to foster collaboration between industry and government. How can government and industry work together to respond to these threats?  \nMain issues to be addressed during the session include the ongoing research into the key technology and industry cybersecurity challenges to be expected and how cyber-security measures can be taken in our interconnected world. In particular\, panelists will address the need to be secured and explore the ecosystem and infrastructure in place and what are some of the common high crimes investigated by Singapore Police Force? \n  \nAiming at raising awareness\, the session will explore finding best ways to achieve cross regulatory collaboration and how can EuroCham be a key facilitator in such an environment.  \n  \nMr. Boon-Hiong Chan\, Vice Chairman of the Financial Services Committee and Head of Market Advocacy at Deutsche Bank AG Singapore\, will be the moderator in this discussion. \nGuest Speakers: \n \nCONNIE SEEK\, SUPERINENDENT OF POLICE\nHead (Technology Crime Policy Branch) Technology Crime Division\, CID\, SPF \nAs the Head of Technology Crime Policy Branch\, SUPT Seek has to oversee and coordinate the research\, training\, policy\, crime prevention and liaison work plans and projects undertaken by the Technology Crime Division at SPF regionally and internationally. \nSUPT Seek joined the Singapore Police Force (SPF) in 2001 after graduating from the Nanyang Technological University. After serving her foundation postings at Tanglin Division and Central Division\, she joined the Criminal Investigation Department (CID) as an Operations Officer (Development) dealing with contingency planning.\nIn 2008\, she was posted to the Technology Crime Forensic Branch as an OC Team\, where she oversees a team of 16 technology crime forensic examiners. During this period\, she also undertakes forensic examination for sensitive cases.\nIn 2015\, she assumed her current post as Head of Technology Crime Policy Branch \n \nDHEERAJ CHANWANI\, THALES\n\n Business Manager\, Cyber Security \nDheeraj is the Business Manager for Cyber Security at Thales Solutions Asia\, based in Singapore. He manages Thales’ cyber security business in Singapore. An executive with over 11years of experience working in the IT\, Banking & Financial Services and Travel sectors\, Dheeraj has been promoting a diverse range of Information Security products and services across different verticals. He has advocated the use of innovative technologies to a range of multinationals in Asia Pacific\, Africa and Middle East. Dheeraj is representing Thales in Singapore’s IOT standards working group committee\, chaired by GovTech and IMDA (Info communications Media Development Authority) to support the standardization of IOT devices for Singapore smart city platforms. Prior to joining Thales\, Dheeraj was Technology Sales at American Express for regional travel technology solutions. He has also worked in Oracle Financial Services as Technology Consultant promoting channel banking technologies. He started his career as Assistant Manager as HDFC Bank\, India where he was responsible for marketing payment technology solutions to enterprises. Dheeraj obtained his MBA from S. P. Jain Center of Management\, Singapore and has an engineering degree in Information Technology from University of Pune\, India. \n \nKESHAV S DHAKAD\, MICROSOFT ASIA    \nRegional director\, Digital Crimes Unit (DCU) \nKeshav Dhakad serves as the Assistant General Counsel & Regional Director of Microsoft Digital Crimes Unit (DCU)\, Asia region\, as part of Corporate\, External & Legal Affairs (CELA)\, based out of Singapore. In his regional role\, Keshav supervises the initiatives\, programs and strategies in the Asia region related to cybercrime & cybersecurity awareness\, outreach & policy\, malicious software crime disruption through public-private partnership\, cyber-threat intelligence sharing and collaboration\, trusted public cloud advocacy\, intellectual property law & policy\, prevention of child sexual abuse\, and digital risk program. \nKeshav joined Microsoft in 2007 in India\, where he was a Director & Senior Attorney for its intellectual property department\, based out of New Delhi. Prior to Microsoft\, he was a partner at the premier intellectual property law firm of Anand & Anand Advocates\, New Delhi\, handling the firm’s IT & E-Commerce related litigation matters. \n  \nKeshav is also a licensed attorney for the State of New York\, USA and has an extensive speaking experience on the topics of IT governance\, cybercrime\, cybersecurity\, trusted cloud\, IP crimes and related subject matters across the Asia region. \n \nBENOIT GODART\, EUROPOL \nEUROPOL Liaison Officer to the INTERPOL Global Complex for Innovation\, and Attaché to the European Union Delegation to Singapore \n“Mr. Godart is the first appointed Europol Liaison Officer to the INTERPOL Global Complex for Innovation\, starting his secondment on 2 August 2015. Before this\, as team leader of Outreach and Support\, he was responsible for the Europol’s European Cybercrime Centre (EC3) external relationships with Law Enforcement Agencies (LEAs)\, Private Sector\, academia and civil society organisations\, as well as EC3 engagement with public media. His previous posts at Europol have included: strategic coordination and operational cooperation between Europol and INTERPOL in preventing and fighting organised crime and terrorism; combating counterfeiting & internet piracy including the creation and the development of Europol’s operational project on Intellectual Property Crime\, which combines actions engaged by LEAs in partnership with Industry. Mr Godart holds the rank of Director of Customs Services in France. Before joining Europol in 2005\, he held senior positions in numerous high profile roles. As Chief Superintendent\, he was the Head of Customs in a French territorial department ensuring the implementation of European and national priorities related to border management including enforcement\, compliance and facilitation. DESCRIPTION:On the 30th of September 2016\, the Financial Services Committee has the privilege of hosting a special closed door session on the The Risk-Based Capital (RBC2) with MAS. \nGuest presenter: Ms Wai Yi Lee\, Director & Head of Supervisory Analytics Division\, Insurance Department\, Monetary Authority of Singapore. Ms Lee will present insights over the preparation of QIS 2 and RBC2.\n \n \nMs. Wai Yi has been with the MAS for over ten years. She started heading a newly formed division\, Supervisory Analytics Division\, within the Insurance Department in MAS in the beginning of 2011. Her role involves enhancing the Risk-Based Capital framework for insurers in Singapore (“RBC 2 Review”)\, conducting stress-testing on insurers\, monitoring the macroeconomic inter-linkages between insurance and other financial sectors and providing other forms of actuarial and analytics support to the insurance supervisors within MAS. Prior to this\, Wai Yi was responsible for leading a team of officers in supervising a portfolio of direct life and composite insurers in Singapore. She was\, and continues to be in some cases\, actively involved in a number of projects such as enhancing the policy owners’ protection scheme and insurance resolution framework in Singapore\, key executive persons’ approval regime as well as the governance and disclosure framework for participating life insurance policies. Wai Yi had also undertaken actuarial roles such as product development\, pricing\, valuation and financial reporting\, with a composite insurer and a regional office of a global reinsurer prior to joining MAS as a regulator. \nDuring this session members will have the opportunity to gain insights but also engage in a discussion on the topic. \nBackground: MAS has recently launched the second round of consultation seeking feedback on the RBC2 draft. This consultation paper sets out the revised proposals\, taking into account the feedback received from the second consultation paper on MAS’ review of the RBC framework (“RBC 2”) in 2014\, as well as the subsequent engagements MAS had with the industry. It contains detailed technical specifications for insurers to conduct the second full scope Quantitative Impact Study (“QIS 2”). Participating in QIS 2 will help insurers fully understand the impact of the revised RBC 2 proposals and provide feedback on implementation issues. DESCRIPTION:On the 17th of May 2016\, members of the Financial Services Committee will meet Mr. Leong Sing Chiong\, Assistant Managing Director overseeing the Development and International Group of the Monetary Authority of Singapore (MAS).  \nMr. Leong Sing Chiong was appointed Assistant Managing Director overseeing the Development and International Group in 2013. He is responsible for developing Singapore as a financial centre\, and MAS’ policies relating to international and regional financial cooperation. Prior to this appointment\, Mr Leong served as Executive Director of Financial Centre Development Department (2010-2013)\, and spent six years with the International Department (2004-2010). Mr Leong began his MAS career with the Reserves Management Department in 1993 and served as Staff Assistant to the Managing Director from 1997-1998. In 1999\, he joined the Monetary Management Division and was responsible for the implementation of MAS’ monetary policy and money market operations. Thereafter\, Mr Leong was appointed Chief Representative of MAS’ London Representative Office from 2002-2004. Mr Leong is a recipient of the Public Administration Medal (Silver). DESCRIPTION:On the 8th of March 2016\, members of the Financial Services Committee will meet Professor David LEE Kuo Chuen\, member of the advisory board of Sim Kee Boon Institute for Financial Economics\, for a presentation on fintech and the opportunities\, challenges and eco system surrounding this new technology.  \nProfessor David LEE Kuo Chuen\, member of the advisory board of Sim Kee Boon Institute for Financial Economics\, holds the appointment of Practice Professor of Quantitative Finance\, Lee Kong Chian School of Business\, in Singapore Management University.  He is also the founder of Ferrell Asset Management Group and a property developer. He is the 2015 Visiting Fulbright Scholar at Stanford University. \nHis research interests encompass digital and Internet finance\, digital banking\, Asia finance\, impact investing\, blockchain\, financial inclusion and asset allocation. During his time as a Fulbright Scholar at Shorenstein APARC\, his research focused on harnessing Silicon Valley technology for connectivity and financial inclusion in ASEAN and Singapore. \nDavid is also an Independent Director of two SGX-listed companies and sits on the Investment Committee and Council of two charitable organizations. He is the Vice President of the Economic Society of Singapore.  He was the Founding Vice Chairman of the Alternative Investment Management Association (Singapore Chapter)\, a member of the SGX Security Committee\, and MAS Financial Research Council.  He was also the Group Managing Director of OUE Limited and Auric Pacific Limited\, as well as the Non-Executive Chairman of MAP Technology Limited. \nProfessor LEE speaks frequently in international conferences around the world with occasional appearances in Bloomberg\, Reuters and Channel NewsAsia.  He has published in Financial Analyst Journal\, Journal of Financial Perspective\, Journal of Investing\, Journal of Wealth Management\, Journal of Statistical Computation and Simulation\, Applied Financial Economics\, and several books and chapters on Household Economics and Hedge Funds.  His two books on Asia Finance focus on Banking\, Sovereign Wealth Funds\, REITs\, Financial Trading & Markets\, and Fund Performance. With regard to this context\, Ms. Alicia Garcia Herrero will provide to members her analyze on ASEAN’s economic outlook for 2016\, given the possible need for the region to raise rates to defend their currencies and putting additionally pressures on growth and corporate. \nAlicia Garcia Herrero is Chief Economist for Asia Pacific at NATIXIS based in Hong Kong. In previous years Alicia held the following positions: Chief Economist for Emerging Markets at Banco Bilbao Vizcaya Argentaria (BBVA)\, Member of the Asian Research Program at the Bank of International Settlements (BIS)\, Head of the International Economy Division of the Bank of Spain\, Member of the Counsel to the Executive Board of the European Central Bank (ECB)\, Head of Emerging Economies at the Research Department of Banco Santander and Economist at the International Monetary Fund (IMF). Alicia has always combined her career in the private and public sectors with a commitment to applied research and teaching. Alicia serves as a non-resident Senior Fellow in several think tanks. She is also adjunct professor at Hong Kong University of Science and Technology (HKUST) and visiting faculty at China-Europe International Business School (CEIBS) in Shanghai.
