Wen-Bin holds a master’s degree in Chemicals Engineering from the National University of Singapore\, a Bachelor of Chemical Engineering from Zhejiang University\, China.\n \n  \nMr Derek Cheng\nHead of Government & Public Affairs\, and Partnerships (Asia-Pacific)\nAirbus \nDerek Cheng is the Head of Government & Public Affairs\, and Partnerships for Asia- Pacific\, for Airbus group (Commercial Aircraft\, Helicopters\, Defence & Space)\, based in Singapore. He is responsible for leading all Government & Public Affairs\, developing and implementing Regional and country business development strategies\, as well as partnerships management & new partnerships. Prior to this role\, Derek was the Head \nof Asia-Pacific for Airbus Urban Air Mobility (UAM)\, Airbus’ dedicated programme organization for air taxis and drones. Derek joined Airbus in 2016 and has held various positions in Airbus’ Strategy & International organisation at Airbus HQ in Toulouse\, including in International Development\, and Services strategy\, and New Business strategy. \nPrior to joining Airbus\, he was with the Singapore Economic Development Board (EDB) for 7 years\, where he was responsible for industry development\, and the promotion of foreign direct investment into Singapore. At his last appointment\, he was EDB’s Regional Director for Europe (based in Frankfurt\, Germany)\, and earlier the Assistant Head of the Transport Engineering (Aerospace) division (based in Singapore). \nDerek flew as a pilot in the Singapore Air Force and holds a Private Pilot’s License. He graduated from the Judge Business School\, University of Cambridge (UK)\, with a Masters of Philosophy in Technology Policy\, and from Embry-Riddle Aeronautical University (FL\, USA) with a Bachelor of Science in Aerospace Engineering (First class honours). \nHe was awarded a full Singapore government scholarship\, speaks English\, Mandarin\, German and French\, and plays competitive squash. \n  \nMs Sandra Combet\nHead of New Energies & Biofuel\nAIR FRANCE KLM Group \nSandra Combet is a graduate of Political Science\, with a Master of International Relations (University Paris -La Sorbonne) and a diploma from the French Press Institute (Paris).  She joined Air France as a specialist in risk analysis\, on geopolitical risks (head of the strategy department at Air France’s security department). Afterwards\, she held several positions within the economic risk analysis area. (Director Global Corporate Sales and coordinator of JV Alliances). \nSince 2015\, Sandra Combet has been responsible for developing Air France’s strategy\, leading sustainable development issues on Renewable Energies and in particular Sustainable Aviation Fuel. Working with companies and institutions\, she has been appointed expert with the Directorate General of Civil Aviation (DGAC)\, the European Commission (flightpass2020) and represents AFKL Group for environmental issues\, at the Committee for Civil Aeronautical Research (CORAC). As of 2019\, Sandra is reporting to Corporate Strategy (Sustainability Team) at AFKL Group Level.\n \n  \nDr Sanjay Chittarajan Kuttan (PhD)\nExecutive Director\nSingapore Maritime Institute \n\nDr Sanjay Chittarajan Kuttan is currently the Executive Director of the Singapore Maritime Institute which is responsible for funding maritime research projects with industry and building local capabilities in the maritime sector\, an appointment in 2018 after more than 2 years as a Programme Director/Senior Scientist at the Energy Research Institute at the Nanyang Technological University (ERI@N) managing the NRF funded Smart Multi Energy System project. Prior to that\, Sanjay has held various positions across his career since 1994 both in the private and public sector. His roles in the private sector range from line management (AP Technical Response Manager at ExxonMobil Asia Pacific\, 10 years)\, business development (Business Development Manager at Mobil Oil Australia\, 2 years); to management consulting (Petroleum Practice Expert/Engagement Manager at McKinsey & Company\, 4 years) to policy and industry development and program management (Energy Market Authority\, 2 years) and business leadership (Managing Director\, Clean Technology Centre and Country manager\, DNVGL – Energy\, 5 years). In management consulting\, he was primarily involved in the oil and gas sector covering refining operational improvements\, fuels and lubes retail strategy and corporate performance culture transformation. At DNVGL\, which was prior to joining ERI@N\, he was engaged in Smart grids and power systems\, renewables and grid integration\, energy efficiency\, electricity markets and energy policy. Before that he was the Director of Industry Development at the Energy Market Authority a Statutory Board under the Ministry of Trade and Industry (MTI). There he was in charge of three key clean technology projects embarked by the Authority i.e.\, Intelligent Energy System Pilot (aka Smart Grid)\, the Electric Vehicle Testbed and the Pulau Ubin Renewable energy project; and represented EMA at the Energy Efficiency Program Office and the Clean Energy Program Office. He also supported the Ministry of National Development on two working groups i.e.\, Punggol Eco-Town\, Sustainable Urban Living. \nHe is currently a council member of the Sustainable Energy Association of Singapore (2011) and a member of MTI’s Pro-Enterprise Panel (2019).  In 2020\, he was also appointed to the Management Committee of Ecolabs\, The Centre of Innovation for Energy\, Advisory Board for Qi Square and District Councillor for the Central Singapore Community Development Council. \nHe served 14 years on Stamford Primary Advisory Committee\, 8yrs as Chairman (2006)\, 3 years as a council member on the Singapore Chapter for the World Business Council for Sustainable Development (2012)\, 8 years on the advisory committee to the School of Electrical Engineering at the Ngee Ann Polytechnic (2010) and almost 2 years on Disciplinary Standing Sub-committee of Singapore Athletics Association (2019). \nSanjay graduated from the National University of Singapore with a doctorate in Pharmacology in 1993 after receiving this honours degree in Biochemistry from the same university in 1988. He was a research fellow at the Institute of Molecular and Cell Biology before joining the private sector at ExxonMobil in 1994. \nIn 2011\, during his time with the Energy Market Authority\, he was part of two different teams that received the MTI Award (Borderless) for the Implementation of Electric Vehicle Charging Infrastructure in Singapore Phase 1: Design and Development and MTI Award (Innovation) for the Development of TR25 EV Charging System Standard. He also received in 2012 and 2017 the Ministry of Education’s Service to Education Award for his service to Stamford Primary School. During his career\, he was also selected by ExxonMobil in 2001 and DNVGL in 2013 to join the leadership programs conducted by INSEAD. In 2009\, he was also selected to join the 9th Government Leadership Program following the nomination by the Energy Market Authority. \n  \nModerator \nMs Jennifer Tay\nInfrastructure Advisory\nPartner\nPwC Singapore \nJennifer Tay leads the PwC Singapore Infrastructure Advisory Practice and is a Partner in the firm’s Deals Advisory Practice. She has c. 20 years of experience in infrastructure – particularly in large scale financial transactions and strategic advisory\, supporting both public and private sectors across the Asia regions. He holds an honorary doctorate from Kingston University\, and is a Fellow of the CIPD\, AHRI (the Australian HR Institute) and the Academy of Social Sciences. He’s also a Companion of the Institute of Leadership and Management\, the Chartered Management Institute\, and the British Academy of Management. \nPrior to joining the CIPD in July 2012\, he was Chairman of the Institute of Leadership and Management and a member of the Council of City&Guilds. He has also held a variety of roles across marketing\, change management\, IT programme management and delivery across SWIFT in Singapore\, Mumbai\, Belgium and the US. \nSaqib holds a Bachelors in Computer Science from Virginia Tech\, a Masters in Computer Science from George Washington University\, an MBA from the University of Maryland and executive education from INSEAD. Saqib is based out of Singapore. \n \nSuchit Mishra \nHead of Information Security at Grab \nHe provides leadership and oversight to ensure the security of hundreds of millions of people who use the ride hailing platform in South East Asia. He is also very passionate about collaborating with the security community and building solutions to improve the ecosystem at large. Prior to Grab\, he was heading the security assurance team at Uber focusing on the enterprise products and services and drove the global technical security & compliance strategy for Uber Everything and Uber for Business.  \nBefore Uber\, Suchit headed the security engineering function at Flipkart\, the largest e-commerce marketplace in India\, covering all aspects of secure software development\, infrastructure and IT corporate security along with regulatory compliance. DESCRIPTION:  \n  \nEuroCham hosted the Laos Ministry of Finance on a working visit organised by EuroCham Laos and the EU Delegation to Lao PDR. \nLed by Mr Bryan Fornari\, Head of Cooperation at the EU Delegation to Lao PDR and Mr Jack Sheehan\, Vice President of EuroCham Laos and Chairman of the Tax committee\, the delegation from the Lao Ministry of Finance headed by Director-General Mr Phouthanouphet Saysombath were on a working visit to learn about the engagements between EuroCham Singapore and the Singapore government agencies in matters relating to regional tax\, finance\, and budget. The meeting also discussed how the Singapore government organises consultation and engagement sessions with industry to provide legislative updates so companies can stay abreast of the latest developments. \nThis includes briefing sessions with guest speakers from the Inland Revenue Authority of Singapore (IRAS)\, Economic Development Board (EDB)\, as well as the Ministry of Finance annual call for feedback to the public on the Singapore Budget. Past topics that were presented included Singapore’s BEPS Action 5 Framework and the IP Development Incentives\, and transfer pricing developments. The AuRep GmbH is co-owned by eight of the largest Austrian banking groups\, representing 90% of the Austrian bank market and 800 banks. Always taking on a data-driven approach to her work\, Lisa’s strength is in growth and product marketing. As an independent consultant\, she took on interim CMO positions for startups in growth phases\, most recently she was the interim CMO for VAssist in Mumbai\, India\, where she led the re-design of the product\, made sure the marketing and product teams worked in a data-driven way and turned around a negative unit economics to a positive one. \nShe’s on a constant hunt to optimize\, whether it’s an onboarding flow\, an email drip campaign or a product launch. She is committed to connecting stakeholders and finding solutions contributing to food security and nourishment for all. \nHeinz Peter Esser\, VP\, Head of Strategic Risk Management and Internal Audit at THE LEGO Group\nHeinz joined The LEGO Group as Head of Global Market Finance in 2015 and in June 2017\, he moved to Head the Strategic Risk Management and Internal Audit managing Global Strategic Risk and Internal Audit based out in Singapore. \nPrior to joining The LEGO Group\, Heinz spent 19 years of his career with the Philips Group where he held a variety of Business Finance & Corporate Finance roles in the Netherlands\, Germany\, China and Singapore within the Finance Organization and was heading Finance Excellence in 2013. \nHeinz is a Dutch national and holds a Masters in Corporate Finance (1996) from Tilburg University and a Masters in Financial Economics (1998) from Tilburg Institute of Advanced Studies.

DESCRIPTION:Picture of the event:  At the Committee of Supply Debate on 5 March 2018\, the Ministry of Manpower announced a number of new policies and programmes. These include foreign workforce policy changes\, and enhancements to the Adapt & Grow initiative (please refer to www.mom.gov.sg/about-us/cos2018 for full details). \nEuroCham will host Second Minister of Manpower Mrs. Josephine Teo in a dialogue that will focus on the recent policy announcements by MOM and any key manpower issues of interest to the business community. \nAbout \n \n  \n  \nMrs Josephine Teo \nMinister\, Prime Minister’s Office\, Second Minister for Home Affairs and Second Minister for Manpower \n  \nMrs Josephine Teo was appointed Minister in the Prime Minister’s Office on 1 May 2017 where she oversees the National Population and Talent Division. She is concurrently Second Minister in the Manpower and Home Affairs ministries. She previously served in the Finance\, Transport\, and Foreign Affairs ministries. \nA Member of Parliament since 2006\, Mrs Teo was formerly Chairman of the Government Parliamentary Committee for Education and Assistant Secretary-General of the National Trades Union Congress (NTUC). She represented the labour movement on the government-appointed Economic Strategies Committee and co-chaired the sub-committee on Fostering Inclusive Growth. Mrs Teo was concurrently Chief Executive Officer of the not-for-profit organisation Business China\, a platform launched by then Minister Mentor Lee Kuan Yew and then China Premier Wen Jiabao to strengthen Singapore’s bicultural foundations\, and remains a member of its Board. \nShe is married and has three children. \n—- \nThis dialogue is open to EuroCham members only.
