The lack of leadership talent is consistently rated amongst the greatest business challenges in Asia.  \nWhile the specific nature of Asia’s leadership gaps vary across large local organizations and multinational corporations (MNCs)\, the magnitude and components of the challenge are consistent. MNCs can fill skill gaps with expatriates but struggle to capitalise on local expertise and relationships. These include foreign workforce policy changes\, and enhancements to the Adapt & Grow initiative (please refer to www.mom.gov.sg/about-us/cos2018 for full details). \nEuroCham will host Second Minister of Manpower Mrs. Josephine Teo in a dialogue that will focus on the recent policy announcements by MOM and any key manpower issues of interest to the business community. \nAbout \n \n  \n  \nMrs Josephine Teo \nMinister\, Prime Minister’s Office\, Second Minister for Home Affairs and Second Minister for Manpower \n  \nMrs Josephine Teo was appointed Minister in the Prime Minister’s Office on 1 May 2017 where she oversees the National Population and Talent Division. She is concurrently Second Minister in the Manpower and Home Affairs ministries. She previously served in the Finance\, Transport\, and Foreign Affairs ministries. \nA Member of Parliament since 2006\, Mrs Teo was formerly Chairman of the Government Parliamentary Committee for Education and Assistant Secretary-General of the National Trades Union Congress (NTUC). She represented the labour movement on the government-appointed Economic Strategies Committee and co-chaired the sub-committee on Fostering Inclusive Growth. DESCRIPTION:The EuroCham HR Committee presents the exclusive session on “Women in Leadership in Asia”.\nIn Asia\, rapid urbanisation\, growing affluence\, higher female education levels and lower birthrates have helped to boost female workforce participation. DESCRIPTION:Picture of the event: \n \nAlphabeta have been appointed by the ASEAN Secretariat to assist with the development of a Sustainable Urbanisation Strategy for ASEAN\, which (a) examines urbanisation trends in ASEAN; (b) does a stocktake of actions currently being pursued around sustainable urbanisation in ASEAN; (c) develops a short-list of priority actions (e.g.\, waste water treatment; affordable housing) that cities could pursue; and (d) develops the implementation roadmap\, including metrics. (see attached or this link). \nTogether with the EU-ASEAN Business Council\, we are organising a briefing session with Alphabeta at 8.30am on Thursday 12th April.  You are warmly invited to provide your initial thoughts and inputs to the development of the strategy during the course of the discussion. \nThe session will:\n– Get perspectives on challenges with implementing urbanisation projects in ASEAN;\n– Ideas on priority opportunities to drive sustainable urbanisation (e.g.\, affordable housing\, closed loop waste systems). \nThe definition of sustainable urbanisation is very broad – includes socioeconomic factors (e.g.\, health\, housing\, traffic congestion)\, environmental (e.g.\, energy efficiency\, water access)\, and governance (e.g.\, cybersecurity) \nAlphabeta will brief on the scope of the project and on some initial concepts. DESCRIPTION:  \nSummary of event: \nAt the panel dialogue held on the 14th of February\, EuroCham hosted 14 members of the European Parliament (MEPs) at a dialogue on building the next generation of HR professionals\, and understanding what helps Singapore tick when it comes to manpower and labour practices. The session was catered to allow a frank discussion with EuroCham guests and the visiting MEPs about the unique ecosystem of collaborative tripartite partnerships. \nAmong the panellists were representatives from Singapore’s representative labour and manpower bodies including the NTUC\, Institute for Human Resources Professionals (IHRP)\, Singapore National Employers Federation (SNEF)\, as well as the former CEO of the Human Capital Leadership Institute (HCLI)\, and representatives of various European companies. The session featured topics on how the EU may impart best practices in HR to Singapore and ASEAN\, less in terms of minimum wage and freedom of association but through vocational training and international mobility. Singapore and the Southeast Asian region may also share about its experience with the contingent workforce and the challenging tasks of attracting and retaining talent. DESCRIPTION:Summary of event\nEuroCham hosted a presentation by Ms. Rachele Forcardi\, senior VP at Universum where she presented the findings of a global survey conducted by Universum on the attitudes of the Generation Z. Defined as youths between the ages of 14 and 19\, these individuals expressed a shocking view on their use of social media\, career goals\, and entrepreneurship. \nThe results of the survey proved to be a worrying trend for governments\, employers\, and universities where these youths had expressed increased scepticism of the value of a university degree as compared to hands-on experience and life achievements. SUMMARY:EuroCham Breakfast: General Data Protection Regulation
DESCRIPTION:SUMMARY OF EVENT \nEuroCham hosted a session on the EU General Data Protection Regulation (GDPR) that comes into force on 25th May 2018. Mr. Bruno Gencarelli\, Head of Unit in charge of international data flows and consumer protection at the European Commission\, gave the audience an explanation of this regulation that impacts all companies that (will) have business dealings with clients based in the EU. The presentation was followed by a panel debate moderated by Mr. Jonathan Kok\, Head of RHTLaw Wessing’s Intellectual Property & Technology Practice\, during which Mr. Gencarelli and Mr. Tan Shong Ye\, Partner at PWC Risk Services\, further discussed the implications of the GDPR for businesses in Singapore and Asia. \nMr. Gencarelli started by explaining the three main reasons for establishing a new European framework on data protection: technological developments and globalisation\, constitutionalisation of the fundamental right to data protection\, and fragmentation of the legislative framework with different translations of the previous directive into national laws. Implementing a harmonised and simplified framework with one single set of data protection rules for the EU that creates an equal level playing field and cuts the red tape was therefore unavoidable and much needed. The new framework offers rules that are fit for the digital single market\, puts individuals in control of their own data and ensures a modern data protection governance system. Instead of treating data based on a ‘one size fits all’ approach\, it is treated based on the risks they impose from a privacy point of view. \nMr. Gencarelli emphasised that high standards of data protection contribute to free\, secure and competitive trade flows. He pointed out that the European Commission is doing everything it can to make the transition period as smooth as possible for companies affected by the regulation. The EU’s webpage on the GDPR offers a one-stop-shop for companies to find out everything they need to know in the first stage of implementation as well as thereafter. DESCRIPTION:SUMMARY OF EVENT\nOn 7th February 2018\, EuroCham members from the transportation and aerospace industry were invited to exchange views with Director-General Henrik Hololei\, DG for Mobility and Transport in the European Commission\, on the DG-MOVE programme for 2018\, the transport sector in Singapore and the region\, and prospects for increasing our economic and trade relations. \nIt was already DG Hololei’s sixth visit to Singapore in his current capacity\, and many concrete outcomes have been achieved so far. DG Hololei informed our members on the outcomes of the first EU-ASEAN transport dialogue and the EU-Singapore meeting on intelligent transport systems that both took place at the end of 2017. He also introduced the one-stop-security arrangement for aviation that was signed with the Singapore Ministry of Transport Permanent Secretary Loh Ngai Seng the day before. This arrangement makes traveling smoother for travellers on flights from Europe and Singapore connecting through some European airports and Changi Airport. The aim is to engage more European airports in the near future. Furthermore\, an update was provided on ongoing region-to-region negotiations for an EU-ASEAN Comprehensive Air Transport Agreement (CATA). \nDG Hololei asked for the viewpoints and input of our members for the upcoming EU-ASEAN transport dialogue in May as well as bilateral meetings with Singapore in June. DESCRIPTION:On Wednesday\, December 6th\, Mr. José Manuel Barroso\, guest-of-honour and keynote-speaker at the 7th EuroCham Schuman Lecture\, together with representatives of EuroCham’s gold members was invited to visit the headquarters of Siemens in Singapore. \nThe two hours visit was guided by Dr. Armin Bruck\, CEO of Siemens Pte Ltd\, who presented the company and gave an overview of the company’s activities in the region. The visitors gained insights into the work of the Remote Diagnostic Service Hub\, the Remote Analytic Industry Hub as well as the Digital Healthcare applications department. The comprehensive presentation of the different departments offered the opportunity to learn more about the company’s operations in Singapore and South East Asia and allowed the visitors to come to know about innovative projects and upcoming programmes. \nThe visit enabled the group to get a deeper understanding of how European businesses operate in Singapore and the region\, with Siemens being a great example of a European company having successfully integrated into the Asian business community. \n

The Schuman Lecture focuses on an economic and political vision for Europe\, with particular attention on economic integration. \nTaking place in the form of a prestigious gala dinner\, the Lecture welcomed distinguished guests\, including Singaporean government representatives\, CEOs and managing directors of major European and local companies\, the diplomatic circle and the media. \nIt welcomed in the past distinguished speakers such as Mr. Jean-Claude Trichet\, former President of the European Central Bank\, H.E. In 1999\, he was elected president of the Social Democratic Party and became the leader of the opposition. In 2002\, he was elected Prime Minister of Portugal and in 2004 he was nominated as President of the European Commission. JMB remained in the Presidency for two five-year terms where he played an influential role in the passing of the Treaty of Lisbon\, responding to the financial crisis and incorporating new members in the European Union\, as the EU went from 15 to 28 countries between 2004 and 2014. \nOn behalf of the EU\, Jose Manuel received the Nobel Peace Prize in 2012 and gave the acceptance speech together with the President of the European Council. \nJMB’s academic positions included visiting professor at Georgetown University. Most recently\, he was visiting professor of International Economic Policy and a policy fellow at the Woodrow Wilson School\, at Princeton University. He is also a visiting professor at the Catholic University of Portugal and at the Graduate Institute of International and Development Studies in Geneva. \nJMB has been awarded numerous university honorary degrees and has received more than 60 decorations\, prizes and honors\, including Portugal’s Grã-Cruz da Ordem Militar de Cristo and Grande Colar da Ordem do Infante Dom Henrique. \nJMB graduated in Law from the University of Lisbon and completed a master’s degree in Political Science and a diploma in European studies at the University of Geneva. \nJMB is currently chairman and non-executive director of Goldman Sachs International and an advisor to the firm. \n  \n \nModerator: Mr. Teymoor Nabili \nTeymoor Nabili is a journalist and television broadcaster based in Singapore.
