She is concurrently Second Minister in the Manpower and Home Affairs ministries. She previously served in the Finance\, Transport\, and Foreign Affairs ministries. \nA Member of Parliament since 2006\, Mrs Teo was formerly Chairman of the Government Parliamentary Committee for Education and Assistant Secretary-General of the National Trades Union Congress (NTUC). She represented the labour movement on the government-appointed Economic Strategies Committee and co-chaired the sub-committee on Fostering Inclusive Growth. SUMMARY:Myanmar - Energy Infrastructure Development Opportunities
DESCRIPTION:Despite being plagued with difficulties in its transition to democracy\, Myanmar is a country in the region that desperately requires investment in its energy sector to underpin stable economic development. The country has one of the lowest rates of electricity access in South East Asia – only around 30% of its 53 million inhabitants have access to grid electricity – and yet it is an exporter of energy with extensive gas and hydro resources.   \nDrawing from commercial and legal backgrounds\, the panel will cover some of the current obstacles to investment in Myanmar and projects that are nonetheless being developed. SUMMARY:EuroCham Myanmar Energy\, Infrastructure and Construction Update
DESCRIPTION:Pictures of the event: \n \n \nNever a dull moment in Myanmar’s energy and infrastructure space. The change in Union Minister has certainly sparked a jolt of energy into a long list of stalled and uncertain projects. Four large LNG to Power projects received Government approval (“NTP”) on the eve of a reboot of Myanmar’s foreign currency and Government guarantee policy. Long stalled hydropower projects are told to get a move on\, and the IFC delivered a brand new Model PPA to the Government. Going forward\, there are key changes in the approval process and various project documents (please welcome the “Concession Agreement”\, for example) while the MOEE gets down to business on tariff expectations with prospective sponsors. He advised the Government on transactions and privatizations in energy\, telecom and transportation\, drafted the country’s first PPP bill\, now pending before Parliament\, and the regulation on Government guarantees. Edwin assists sponsors and lenders on the large majority of Myanmar IPP projects\, including several of the announced LNG to Power projects\, 8\,000 MW in hydropower IPPs and 1\,000 MW in other renewables. He also co-authored the new Myanmar Model PPA. \nMr Philipp Troesch\, Counsel \nPhilipp is a Swiss qualified lawyer with 15 years of experience in corporate and commercial law. He leads our Corporate M&A team\, assisting clients with joint ventures\, acquisitions and large greenfield foreign investment. \nModerator :  \nMr Filip A. DESCRIPTION:Image credit: WTO Centre Vietnam\n  \nIntroduction \nEuroCham will host Dr. Deborah Elms from the Asian Trade Centre who will provide an analysis in the most practical terms on RCEP\, member states’ sentiments toward it\, and the impacts it will have on businesses\, both for MNCs and SMEs. \nThis will be a very exciting and informative session as the region navigates around trade pacts and what it means for the region’s economies and geopolitics. \nAbout the speaker \n \n  \nDr. Deborah Elms\, \nExecutive Director\, Asian Trade Centre\nVice Chair\, Asia Business Trade Association \nDr. Deborah Elms is the Founder and Executive Director of the Asian Trade Centre. The Asian Trade Centre works with governments and companies to design better trade policies for the region. Dr. Elms sits on the International Technical Advisory Committee of the Global Trade Professionals Alliance and is Chair of the Working Group on Trade Policy and Law. She is also a senior fellow in the Singapore Ministry of Trade and Industry’s Trade Academy. Previously\, Dr Elms was head of the Temasek Foundation Centre for Trade & Negotiations (TFCTN) and Senior Fellow of International Political Economy at the S. Rajaratnam School of International Studies at Nanyang Technological University\, Singapore. Her projects include the Trans-Pacific Partnership (TPP) negotiations\, the Regional Comprehensive Economic Partnership (RCEP)\, the ASEAN Economic Community (AEC) and global value chains. She has provided consulting on a range of trade issues to governments including the United Arab Emirates\, Sri Lanka\, Cambodia\, Taiwan\, and Singapore. Dr. Elms received a PhD in political science from the University of Washington\, a MA in international relations from the University of Southern California\, and bachelor’s degrees from Boston University.
