| Vaccination as an entry requirement for long-term pass holders from 1 November 2021, 5 Oct From 1 November 2021, all work pass holders and their dependants must be fully vaccinated before arrival in Singapore. MOM will also be resuming entry approvals for Migrant Domestic Workers (MDWs), and S Pass and work permit holders from the Construction, Marine Shipyard and Process (CMP) sectors, entering Singapore from higher risk countries/regions, on the condition that they are fully vaccinated before arrival. Individuals who have received their vaccinations overseas must update their vaccination records in the National Immunisation Registry (NIR) within 14 days of completing their self-isolation or Stay Home Notice. [For more details: https://www.mom.gov.sg/newsroom/press-releases/2021/1002-vaccination-as-entry-requirement-for-long-term-pass-holders] Advisory to employers – Downloading of Vaccination HealthCert via Notarise, 4 Oct Foreign workers who are fully vaccinated should retrieve their Vaccination HealthCerts through the Notarise website prior to departing to their home countries. The Notarise website can be accessed using Singpass. The digital copy of the Vaccination HealthCert can be used to facilitate inspection and verification by the relevant local as well as overseas border authorities. Foreign workers might be subject to longer quarantine periods and additional testing in their destination countries without proof of vaccination. Foreign workers should obtain their Vaccination HealthCert early as they will not be able to access Singpass after their work passes have expired or been cancelled. [For more details: https://www.mom.gov.sg/covid-19/advisory-to-employers-downloading-of-vaccination-healthcert-via-notarise] Advisory to employers – Updates to public health measures for migrant workers living in dormitories, 2 Oct The Ministry of Manpower has updated its public health measures at the dormitories to align closer with the Ministry of Health’s latest protocols for the community: The use of Fast and Easy Tests (FETs) such as Antigen Rapid Tests (ARTs) will be increased to make testing more convenient. The conduct of ART confirmatory swabs has commenced for fully vaccinated workers who do not have symptoms such as fever, cough, or runny nose (‘asymptomatic’) tested as pooled-positive through RRT. Fully vaccinated asymptomatic workers who tested positive for ART or PCR will be cared for in Dorm Recovery Facility (DRF) for up to 10 days, with access to telemedicine support. Quarantine Orders will be issued only to roommates of those who have a positive PCR result. The quarantine period will also be reduced from 14 days to 10 days from the date of last exposure to the confirmed case. The group size limit for dining-in will be reduced to two vaccinated people and the cap on the group sizes for various activities have also been adjusted downwards.
